When the Lights Went Out in Vista?
The Casey Cooke Team would like to pledge our support to create a new Landscaping and Lighting Maintenance District within Vista which in turn would increase fees to property owners (approx. $4 to $20 per year depending on a properties location) to keep the street lights burning strong in the future. The present District does not collect enough money to fund the current benefit levels and the City has planned to turn off residential street lights to reduce the costs. The Casey Cooke Team strongly opposes this action due to our belief that decreased street lighting around town will increase crime and decrease property values. The following article is from the City of Vista web site and we encourage all Vista residents to read and sign the attached petition.
The City of Vista currently has an assessment district, called the Landscaping & Lighting Maintenance District No. 1 (LLMD) which funds the operation and maintenance of Vista’s streetlights. As are many cities throughout San Diego County, the City of Vista is facing severe budget shortfalls due to the lingering effects of the economic recession. Costs associated with the lighting districts have increased over the years; however the City has not raised the assessment of the fees associated with the rising costs of maintenance due to Proposition 218, which was passed in 1996. Proposition 218 stipulates that cities cannot raise an assessment without a vote of the affected property owners. For over a decade, the City has financed the additional costs of operating the District out of the City’s general fund. The LLMD currently generates approximately $1 million per year; however, costs to operate the LLMD exceed $1.3 million.
On November 9, 2010, the City Council voted to ask Vista property owners to petition the City to form a citywide replacement Landscaping and Lighting Maintenance district for streetlights, traffic signals, and landscaping. The petition would be used as an indicator to the City Council that property owners are willing to support a citywide mail ballot election to establish a new landscaping and lighting maintenance district that would include increased fees to cover the rising operational costs of maintaining the districts. The petition requires that approximately 10 percent of the property owners (2,500 property owners) petition the City by June 30, 2011 to form a new district that will include increased annual fees (estimated to be up to a 30 percent increase to residential owners or between $4 and $20 per year, depending on the benefit zones the property is located in). If 2,500 petitions are received by June 30, 2011, the City will move forward with the ballot election process.
The adopted plan also calls for turning off 50 percent of the street lights in the City after March 13, 2011 (start of daylight savings time). However, if the 2,500 petitions are turned in to the City before March 13, 2011, the street lights would remain on until the process is complete.
Because each assessment is linked to property, only property owners can vote.

Whether you go big and deck the entire front yard of your house out like the small world ride at Disneyland, or leave the lights off and hide in shame until the Holidays are over, the reality is according to some recent data those lights don’t cost you a whole lot.
With all the energy efficient advancements out there, more decorations sold today operate on a fraction of the electricity they used to. According to Gemmy Industries Corp., a typical outdoor decoration that lights up and is inflated by a fan only uses about 40 to 100 watts of energy.

If you leave it on for 5 hours a night at an average of 70 watts that is about $1.26 per month according to calculations from the Alliance to Save Energy, an organization that promotes energy efficiency.

Operating costs of other items, such as holiday light strings, is very modest as well. That is good news at a time when so many homeowners are watching their wallets tightly, and foreclosures and short sales are on the rise. Last year I recall I was one of the few on my street in Vista that put lights up at all. While I would love to see even more participate, I have noticed that this year more of my neighbors have decided to take part.

According to the Alliance to Save Energy, a typical strand of 50 Holiday mini-lights costs about 40 cents per month to power, assuming you leave them on for five hours per night. Replace them with a comparable strand of LED lights and you’ll drive it down to about 7 cents per month per strand. In fact, unless you plan to create your own winter wonderland, complete with big bulb C-7 or C-9 holiday light strands that suck up much more energy, and your goal is to create a homing signal so bright Santa can see it from the North pole, chances are you won’t notice much difference in your energy bill at all.

Here is another tip that I use. Put everything on a timer. This way your blow up Santa isn’t Ho Ho Ho-ing and waving at your neighbors at 4am(and spinning your meter on double time).
